Two police officers based in Lisbon have been formally charged in a serious criminal case involving allegations of torture, abuse of power and the targeting of vulnerable individuals, according to judicial authorities. The officers, both in their twenties and currently in custody following their arrest last summer, are accused of repeatedly assaulting homeless people and migrants and recording their actions. Investigators say the images and messages were later shared in private online groups with other members of the police force, raising concerns about internal culture and oversight. Prosecutors allege that the victims were deliberately selected because of their social and economic vulnerability, with authorities describing a pattern of conduct that went beyond isolated incidents and reflected sustained violent behavior carried out while on duty.

Court documents describe several incidents in which individuals were allegedly detained and assaulted inside police facilities, including a case involving a Moroccan migrant who was reportedly beaten for hours. Prosecutors state that the victim was forced to perform humiliating acts while being verbally abused, highlighting what they described as deliberate attempts to dehumanize those in custody. One of the officers also faces additional charges unrelated to the torture allegations, including rape, robbery and document forgery, significantly expanding the scope of the case. Judicial officials noted that the actions under investigation involved no legitimate policing purpose and were instead acts of cruelty inflicted on people unable to defend themselves or seek immediate help.

The case has triggered broader institutional scrutiny, with internal and external investigations now underway to determine whether other officers were involved or aware of the alleged conduct. Government officials have publicly condemned the actions described in the indictment, stressing that they do not reflect acceptable standards within law enforcement. Human rights advocates have welcomed the decision to pursue charges but argue that the allegations point to deeper systemic issues, including inadequate supervision and accountability mechanisms. Calls have intensified for stronger independent oversight of policing practices, as well as expanded use of surveillance cameras and body worn recording devices during interactions with the public, particularly when dealing with at risk communities.
