Portugal Emerges as Europe’s Leader in Generative AI Adoption

Portugal has become the European country with the highest rate of generative artificial intelligence adoption, with 62 percent of users regularly using AI tools in their daily routines. The latest data places the country well ahead of the European average of 52 percent, signalling a decisive shift from experimentation to mainstream integration.

According to a recent study Bain & Company, Portuguese consumers are rapidly incorporating generative AI into tasks such as researching information, drafting written content and clarifying complex topics. The findings suggest that AI tools are no longer viewed as novelty applications but as practical digital assistants embedded in everyday workflows.

Trust levels in Portugal are also among the highest in Europe. The report shows that 54 percent of Portuguese users say they trust AI generated content, a figure that exceeds confidence levels in many other European markets. This growing trust is accelerating adoption rates and reshaping how people interact with online information.

However, the rise of generative AI is also disrupting established digital ecosystems. Around six in ten users who receive AI generated summaries now choose not to visit the source websites. This behavioural shift presents significant challenges for publishers, online brands and e commerce platforms that rely on traffic driven traditional search engines and direct clicks.

The impact extends beyond consumer habits. In the professional sphere, AI usage is widespread. Studies conducted AESE Business School and Instituto Superior Técnico indicate that approximately 70 percent of Portuguese managers already use AI tools in their work. These tools are applied in areas such as strategic analysis, communication drafting, data interpretation and operational efficiency.

Despite high individual usage, corporate integration remains uneven. Research from Devoteam suggests that 53.7 percent of organisations in Portugal are using AI technologies in some capacity. Yet broader data from Google and Implement Consulting Group indicates that deep structural integration across entire corporate systems is still limited. In many companies, AI adoption remains concentrated within specific departments rather than embedded across operations.

Consumer behaviour also reflects an ongoing transition. While AI tools are gaining ground, 38 percent of Portuguese users still prefer conventional search engines for information discovery. Even so, analysts note that the structural transformation in digital consumption is already underway, with generative AI increasingly serving as the first point of contact for knowledge queries.

Portugal’s leadership in AI adoption positions the country at the forefront of Europe’s digital transformation. The combination of high usage, elevated trust levels and growing professional reliance suggests that generative AI will continue to influence business models, media strategies and information consumption patterns across the Portuguese market.
