
Portugal has relaunched its national solidarity gas support program, expanding assistance for households facing financial pressure from rising energy costs. The initiative, known as the Solidarity Gas Bottle program, resumes nationwide operations through local parish councils, allowing eligible families to receive financial support when purchasing gas cylinders. Authorities say the relaunch responds to continued cost of living pressures and aims to ensure access to essential energy resources for vulnerable populations, particularly as inflation and geopolitical tensions continue to influence household expenses.
The program, originally introduced in 2022 during a period of sharp energy price increases following the war in Ukraine, has been maintained as a targeted social support mechanism. It is now being reinforced with a higher subsidy level, increasing to 25 euros per gas cylinder for a limited period. Previously set at 15 euros, the increase reflects the government’s effort to provide additional relief as energy costs remain elevated. The measure forms part of a broader response to recent global instability, including the economic impact linked to ongoing tensions in the Middle East.
Under the scheme, eligible beneficiaries must purchase a gas cylinder and retain proof of payment, including their tax identification number, before applying for reimbursement through participating parish councils. The system relies on coordination between local authorities and national institutions, including the Environmental Fund and the National Association of Parishes. While designed to be accessible, previous versions of the program faced criticism from consumer groups due to limited awareness and administrative complexity, issues that authorities are now expected to address in the updated rollout.

Alongside the subsidy increase, policymakers are also exploring mechanisms to manage energy pricing and ensure minimum supply levels during potential crisis scenarios.
