Partnership Unveils Algarve Barlavento’s Largest Affordable Housing Project

The Algarve’s Barlavento region is set to welcome its largest private affordable housing development yet. A new project called Vale da Pipa Residence is coming to Lagoa, thanks to a strategic partnership between local developer Carvoeiro Branco and northern construction firm Teixeira, Pinto & Soares (TPS).

What’s Being Built?

The project promises 304 apartments ranging from one to three bedrooms, along with 20 residential plots for custom-built family homes. Some of these plots will allow houses up to 450 m², with the option of private pools,  a rare offering in the affordable segment.

But this isn’t just about homes. Vale da Pipa is designed with community living in mind, featuring:

  • Green open spaces
  • Playgrounds and leisure zones
  • Storage units and parking
  • Quick access to schools, services, and the A22 motorway

Who’s It For?

The development targets young professionals, families, and locals who want modern, quality housing without paying luxury prices. Early interest has been strong, with over 200 people already registering to secure a place in the project.

Boost for Lagoa’s Economy

Beyond residential space, the project includes commercial units, aiming to support local businesses and encourage entrepreneurship. That means new shops, services, and jobs, further strengthening Lagoa’s growing economy.

A Strategic Collaboration

For Carvoeiro Branco and TPS, this is more than just bricks and mortar. Erik de Vlieger, CEO of Carvoeiro Branco, describes Vale da Pipa as a proof of concept, demonstrating that affordable and modern housing can coexist in the Algarve, even as demand and prices rise.

And this may only be the beginning. TPS is also behind The Court, a 104-unit tourist apartment complex in Carvoeiro promoted Carvoeiro Branco. The two companies are already exploring additional ventures together.
