Ireland’s media regulator has launched a formal investigation into how the social media platform X handles content moderation. The move marks a significant step in European scrutiny of the platform, which has faced ongoing criticism over its enforcement of safety rules and transparency since being taken over Elon Musk.

Coimisiún na Meán, the authority responsible for overseeing online services in Ireland, said it will examine several key areas of X’s moderation processes. The regulator wants to determine whether users can properly challenge decisions made the platform when it refuses to remove content that appears to violate its own terms of service. These terms cover issues such as hate speech, harmful misinformation and abusive behavior.

The investigation will also assess whether users are informed about the results of the reports they file. Many users across Europe have complained that they receive no clear communication from the platform after flagging rule breaking posts. According to the regulator, this lack of feedback raises concerns about transparency and accountability.

Another part of the inquiry will focus on X’s complaint handling system. Coimisiún na Meán said it wants to see whether the platform provides a simple and accessible mechanism through which users can lodge complaints and appeal outcomes. The regulator stressed that this is not only a best practice for digital platforms but a legal requirement under the European Union’s Digital Services Act.

The Digital Services Act, often referred to as the D S A, obliges online platforms operating in the European Union to offer users an effective and easy to use system for challenging content related decisions. It also requires platforms to explain how they enforce their rules and to provide transparency on the handling of user reports. Regulators across the bloc now have the power to investigate and, if necessary, penalize platforms that fail to comply.

Coimisiún na Meán said there is concern that X may be in violation of these obligations. If the investigation confirms non compliance, the platform could face significant penalties. Under the D S A, fines can reach up to six percent of a company’s global turnover, a level that would represent a major financial hit for a platform of X’s size.

This inquiry adds to the growing pressure on X in Europe. Regulators in several countries have raised alarms about the spread of harmful content and the apparent weakening of moderation standards since Elon Musk’s takeover. Critics argue that staff reductions and policy changes have left the platform more vulnerable to harmful posts.

For now, Irish authorities say they will gather evidence and review X’s internal processes before taking further action. The outcome of the investigation could set an important precedent for how major social media platforms operate under the European Union’s stricter digital rules.
