Portugal is preparing to introduce a new cinema pass as part of a broader strategy to revive the national film exhibition sector, following recommendations from a government appointed working group. The proposal aims to make cinema more accessible to audiences while supporting local productions and encouraging greater attendance in theaters across the country.
The working group, created the government, presented its final report to the Ministry of Culture outlining challenges facing the industry, including declining audience numbers, increased competition from streaming platforms, and a concentration of cinemas in major urban centers. The cinema pass is designed to address these issues offering more affordable access to films, particularly independent and Portuguese productions.
In addition to the pass, the report recommends a series of structural changes to strengthen the sector. These include incentives to modernize cinema equipment, improve energy efficiency, and renovate older venues. Authorities are also considering reforms to regulations governing cinema closures, with the goal of preserving cultural spaces and expanding access in underserved areas.
A key proposal includes the introduction of a system that links financial support to the screening of Portuguese and European films. This measure aims to promote local content and ensure that cinemas maintain a diverse programming lineup. Plans to reorganize cinema formats, including converting single screen venues into smaller multi screen complexes, are also under consideration to improve flexibility and audience reach.
The report further highlights the importance of training film programmers and cultural professionals, as well as promoting access to Portugal’s cinematic heritage. Digitization efforts and the use of municipal theaters for screenings are expected to play a role in expanding audience engagement.
