Community Workshop Shapes New Development Vision for Lisbon Avenue in Washington Park

Residents, planners, and developers gathered in Washington Park this week to outline a new development vision for Lisbon Avenue, marking a significant step in efforts to reshape one of Milwaukee’s key neighborhood corridors.

The Lisbon Avenue Corridor Charette, held on February 23 at the Urban Ecology Center in Washington Park, brought together community members with architects and design teams to explore proposals for six sites along Lisbon Avenue. The event formed part of a broader push to strengthen housing, economic activity and public space improvements in the neighborhood.

Organisers said the workshop was designed to respond directly to concerns raised residents over the past two years. Local nonprofit Rooted and Rising has been leading the Washington Park Quality of Life planning process, which addresses housing, public safety, youth development and economic opportunity.

Preliminary concepts presented during the session included multi story apartment buildings, townhomes and senior living units aimed at increasing housing density along the corridor. Several proposals featured mixed use components such as ground floor retail, grocery stores and community gathering spaces to create a more walkable and vibrant streetscape.

One design for a site between North 29th Street and North 30th Street envisioned a four story residential building with a grocery store and retail space at street level, along with a public plaza. Another proposal near North 36th Street suggested new apartments or townhomes, outdoor plazas, a cafe and a community fitness area designed with youth friendly elements.

Residents attending the charette were invited to provide direct feedback on the concepts during working sessions and presentations. Many participants welcomed the creativity of the ideas but raised questions about funding, timelines and developer commitments.

Long time neighborhood resident Angela Pruitt said she hoped the process would lead to at least one concrete project within the next few years. Community members emphasised the importance of developments that generate local business growth while ensuring affordability and long term stability for existing residents.

Others called for broader representation among designers and developers involved in shaping the corridor’s future. The discussion highlighted ongoing efforts to align physical development with community values and inclusive economic participation.

The Lisbon Avenue Corridor Charette also connects to a wider study led Milwaukee’s Department of City Development, which is preparing a corridor plan covering Lisbon Avenue between North 27th Street and North 46th Street. The city is also working on infrastructure improvements, including a protected bike lane project intended to enhance pedestrian and cyclist safety.

Organisers expect a completed report on the charette proposals in May, alongside the final draft of the Washington Park Quality of Life plan. The next phase will focus on engaging developers and investors interested in moving selected projects from concept to implementation.
