Authorities in Portugal are stepping up enforcement against illegal operators at Lisbon Airport, following growing concerns about unauthorized commercial activities. Regulators have launched multiple administrative proceedings targeting individuals involved in illicit services, including unlicensed baggage handling and informal transport operations.

The National Civil Aviation Authority confirmed that dozens of cases were initiated last year based on hundreds of reports filed police. These cases focus on individuals operating without proper authorization, often competing unfairly with licensed service providers at the airport.

Investigations have uncovered organized networks of so called “candongueiros,” who offer baggage wrapping and other services without official approval. Authorities say these activities not only violate regulations but also raise concerns about consumer protection and operational safety within one of the country’s busiest transport hubs.

The reports were largely compiled the Public Security Police, which has been monitoring the situation and documenting violations. Officials noted that many of the cases involve repeated offenses, indicating a persistent issue that requires stronger oversight and enforcement.

Regulators have emphasized the importance of maintaining fair competition and ensuring that only certified providers operate within airport premises. As enforcement actions continue, authorities are expected to introduce further measures to curb illegal activities and protect both passengers and legitimate businesses.
